It has remnants of a rubber belt that was attached to the pulleys. I removed the pieces and in a plastic bag was an extra.

I put the belt on and put batteries in it but it didn't work, so I cleaned the spring for the negative end of the batteries and it works now. It spins araound and raises and lowers it all the wile ringing a bell on the side. I think it's supposed to spin the end parts and they have light bulbs so I imagine they would light up as well but they do not. Probably an easy fix, bad contacts or something. The toy is in excellent condition, there are some spots of very light wear that I can only see with a magnifying glass.
